Understanding the Legislative Council in Hong Kong: A Brief Explanation.

Hong Kong's LegCo functions as a law-making body with the power to create and amend statutes for the region. Yet, elections for this council have experienced a notable absence in substantive competing voices during a period of sweeping systemic transformations in recent years.

Subsequent to the return to Chinese administration, a principle of "one nation, two systems" was established, pledging that Hong Kong would maintain a level of autonomy. Gradually, critics contend that democratic rights have been steadily diminished.

Significant Events and Shifts

During 2014, a proposal was put forward that aimed to allow residents to elect the Chief Executive. Notably, any such election was confined to candidates pre-approved by Beijing.

The year 2019 experienced widespread unrest, which featured an incident where residents entered the parliamentary premises to express anger against a proposed legal amendment.

The Impact of the NSL

Implemented in June 2020, the security legislation granted extensive authority to central authorities over Hong Kong's governance. Activities such as subversion were made illegal. In the wake of this law, every major opposition organization disbanded.

The Current Electoral Process

LegCo elections are viewed as Hong Kong's key political process. Nevertheless, rules enacted in the past few years now ensure that only candidates deemed loyal are able to contest seats.

  • Seat Composition: At present, only 20 out of 90 seats are chosen by popular vote.
  • The Majority: The balance are selected by a government-aligned body.
  • Code of Conduct: Recent suggested standards would mandate legislators to "sincerely support" central authority.

Public Response

Given many avenues for dissent now curtailed, abstaining from voting has become one of the few safe ways for residents to register discontent. Consequently record low electoral engagement in subsequent LegCo polls.
